California State Law
In general, California law recognizes two competing interests, the right of an individual to personal privacy (Information Practices Act of 1977, California Constitution) and the right of the public to access information concerning the conduct of the people's business (California Public Records Act).
The California Information Practices Act (IPA) protects the privacy of individuals and establishes standards for access by an individual to records pertaining to themselves.
The California Public Records Act (CPRA) ensures the public's right to government records, including those of the University of California.
